And none of these people can ever provide an anecdote or first hand knowledge

In the early 2000s I was a booster for the local highschool football team and saw how UGA boosters were cheating. They were giving stuff to a life long friend for the player to use. It was pretty smart. The friends dad got a much better job, and the boosters bought the kid a truck that the player used etc. one time the player was whining about how the other players had jet skies to take to the lake and the boosters got his friend a pair of jet skies for the player to use quick. It was a beautiful system. The kids had a pre existing relationship so it wasn’t strange that they borrowed stuff from each other or that one would give the other cash when needed. No need to bother the school with the details, and the friends dad gets to keep the job and feel like he is helping his team win. And it’s almost impossible to stop since in small towns like that one often saw kids start playing together while in kindergarten and dreaming of going to UGA. That’s one reason those dirt poor kids had scooters, and cars without a driver’s license or insurance in their name, I’m they were borrowed.
