Nobody is discounting them - Stoops has done a great job.

However, if by discounting them you mean thinking they are a very solid 8-4/7-5 team and not a SEC contender - then there are a bunch of reasons why.

Last 4 seasons (Bowl Years)

0-4 vs Georgia
0-1 vs Alabama
0-1 vs Texas A&M
1-3 vs Florida
1-9 Overall

0-1 vs Ole Miss
1-3 vs Tennessee
1-0 vs Arkansas
2-2 vs Mississippi State
3-1 vs South Carolina
4-0 vs Vanderbilt
4-0 vs Missouri
15-7 Overall

11-1 vs Non-P5 Teams
3-1 vs Louisville
14-2 OVerall

Kentucky beats bad teams (mostly, other than Tennessee) and loses to good teams. Kentucky is 16-16 in the SEC the last 4 years and 13 of those 16 wins are against Vanderbilt, South Carolina, Tennessee, Missouri and Arkansas.

UK has also beat Penn State (3rd in the Big 10 in 2018), VA Tech (division runner-up 2019).

Kentucky has an edge they haven't had in a while. Their defense flies around
while gang tackling the ball. They're getting to's and cutting back on give a ways. Better players and on occasions a tough out or sometimes they beat the better team. UK has come a long way and will continue to grow in small increments under Stoops leadership. All they really need is just that one magical year and it could be all gravy for them in the east from then on.
