Then how did they screw up? They got a ton of convictions, not on all counts, but on most.

Those were baby convictions based on the money they put in. They were clearly going for bigger and got fricked because they trusted that "Marty" idiot.
They wanted to bag head coaches that were paid 3M+ a year by public universities (A.K.A state gov institutions) for accepting bribes - typically to the detriment to the team and university itself. This entire goal was actually misguided IMO because - like the documentary pointed out - the head coaches already get paid by the shoe companies.
