Stoops doing work. And I wonder if they factor Josh Allen and Wagner being 2 stars and both led the league past 2 years in the SEC with an sacks?

Well this is evaluating the 2020 roster so why would Josh Allen be factored in? Also the only Wagner on UK's roster appears to be a WR so who are you even talking about?

But if your general question is whether this guy is taking into account players who have "overperformed" their recruiting rating, then yes he say he does that (although he doesn't really explain further):
