That’s debatable. They’ve been to 10 NCAA tourneys since 1996. Seven of those times they were a 7-seed or lower. The other three times they were a 4, 6, and 5. They’ve sucked in terms of losing in the first round when they shouldn’t, but those seeds don’t lend themselves to expecting a Sweet 16.
