They are required by state law to play each other. They just don't have the contract signed detailing all the particulars such as officials for the game yada yada yada for after that year.

That is completely false. The threat was made that if UF didn't play Fsucks back in the 50's that they could pass a law requiring it, but it never happened. It probably would not have passed anyway. Lot more UF lawyers in Florida government than the Florida State college for women at that time.
