Yes. And I'm sure if you reversed the resumes and Oklahoma was 8-0 and Baylor was 7-1, they'd have Baylor ranked ahead of the Sooners despite the loss?... not a chance.
That's the problem. The resume doesn't matter, just the brand.

Baylor's resume includes close calls to unranked teams. Oklahoma has been dominant in most of their games.
But resume is not the end all be all of ranking. Brand is part of it, but it's also about talent and coaching. That's part of what makes a team "better".
But it doesn't matter because Baylor gets to play Oklahoma which will decide who should be ranked ahead of who, barring any more losses by either team.
