Depends on your perspective. ND thinks they should be a contender every year, not just a couple of times every 7 years. Ten wins a year isn't going to do that. So...You may think he's not overrated, but a lot of the ND fanbase does, and wanted him gone as recently as 2017.

They may want somebody better, but I don't even think they'd say he was "overrated". I don't ever see Brian Kelly talked about as one of the elite coaches in college football. He's talked about as a good coach, probably top 10-15? And that's generally where his teams are.

Recruiting Rankings
2014 - #11
2015 - #13
2016 - #15
2017 - #10
2018 - #10
2019 - #16

The guy recruits at a #10-15 level and generally has a #10-15 level football team. Folks may want more from Notre Dame, but that is a different discussion.

Kind of like Mark Richt was. Recruited well, underachieved, and generally lost a couple of big games a year..and that's why Richt is now out of coaching.
