Unfortunately this has become a bigger issue lately. You'll have the occasional team have a good year, and of course the media darlings that they "want" to be good, but the times have changed. It's all about money, facilities, recruiting, and name recognition now. Outside of the one or maybe two schools in the big 12, Clemson, and OSU it's the big 4-5 in the SEC.
The media will always try and pump up Notre Dame, and a PAC12 school, but very rarely can the compete. The bowl games outside of those in the playoff have lost their luster. Kinda sad, but that's how it is now. If your not a playoff team then it doesn't really mean much other then the moral victory.
Hate to say it but Saban, and reasently Dabo have kinda ruined things for everyone else. That being said if it weren't for Saban LSU would be another also ran.

Saban left LSU 15 years ago. Can we give it a rest already? LSU isn’t ranked #4 and doing well because of Nick Saban. Sheesh.
