Brennan should never have been able to pass a background check for a clearance due to his dealings with questionable foreign associates.

Clearances are not based on who you have dealt with and who you have not.
This is why a simple DWI on base could cause issues with your security clearance.
It is based on a level of trust and a level of the behavior one has shown in the past.
If something is known a person can't be manipulated.
If they lie about it....
That is where the problem is at because they open themselves up to be manipulated.
