He broke the rules, and bet on a team he was managing.
Great player, maybe the greatest, but terribly addicted gambler. It's not like he took peds, which doesn't prevent HOF apparently, but this is bigger.
As a fan of the reds in the 70's, I will say he and those teams were so much fun to watch.

He never bet against his team or managed to change outcome of bet

ETA, He gets the HOF for his play, not managing
