My sister was a campus tour guide so she had a keycard giving her access to the eagles nest and I remember that was part of her spiel when she took groups up there, that it used to be open to the public until there were a few too many shenanigans like that.

I may or may not have swiped her keycard once or twice to take a particularly wild tri delt up there

It was open my entire 4 years there. We had a couple of jumpers but it was a great place to go drink and watch the sunsets and get some studying in. But it was open and they even had a vending machine up there and some chairs. You could then walk out onto the roof. Also, had a good view of the stadium back then before all of the renovations, could catch them practicing at times.
