PFF is not based on raw production, you're graded for every snap you're on the field.
A guy who has 4 catches for 67 yards and a TD could be graded lower for a game than a guy who had 2 catches for 41 yards. Maybe because the latter guy did much better run blocking than the first guy. Maybe the first guy got targeted 10 times and only had 4 catches with 3 drops and the 2nd guy was only targeted 3 times with no drops. All in all, in the end it's about how you did over all your snaps you played. Not just the ones in the case of a WR you caught the ball.

So would Waddle’s time as Punt Returner be counted in that grade or just the snaps at WR?
