No way of knowing what they were seeing in practice before last season, but Eason rarely showed good presence during the games he started. Fromm was just the opposite, last year he made pretty good decisions and I assume that they didn't think Eason had made much progress.
This year Fromm seems indecisive for some reason, sort of Eason like. Fromm's not gonna beat you with superior talent though and if his mental development has stalled then the upside is limited.

It's not so much a problem short-term. Sure, Fromm did well enough but he wasn't going to transfer. Mullen took in Franks (one of the worst SEC QBs in a while), Kyle Trask (wasn't a starter at his high school), Emory Jones (True Freshman) -- probably one of the worst QB Stables one could ask for, but still didn't take a transfer since it likely meant Trask and Franks transferring.
The problem is the long term. Would you rather have a 9 - 3 year last year, or this year? Because right now that's what UGA could ultimately be staring at, with a QB battle in the middle of the year (everyone has abandoned Fromm aside from the sensible Georgia fans).
Imagine, instead, that it's Eason in his third year, he doesn't do well and so Fromm can come in as well as Fields. At worst, even if Fields AND Fromm get hurt, Eason has a chance to come back and win his job.
This isn't even a hindsight problem, this is a strategic, planning problem. So now you have one Quarterback everyone is blaming (fairly or unfairly) and a dual-threat Quarterback who literally can't use his legs.
That's as much of a fumble as you can have as an HC.

Perhaps this has something to do with the offense. First year exposed to it and QB gets a streamlined version. Second year more put in and it shows to be over complicated.
