And maybe I am digging into it too much here, but for DBs, do they determine what they think should or shouldn't have been called pass interference, or is it results based?

Say Greedy covers a guy textbook coverage and gets called for a phantom PI vs him holding a WR and not getting called. How are those graded? Cause the results are the opposite of how the DB actually played, if that makes sense.

These are subjective grades. If the technique is perfect, the grade reflects the technique. If the defender has a hand on a jersey and it allows a ref to call a ticky tacky foul, then the score will be slightly higher than say a DB who panics and mugs the receiver when he thinks he is beat.
