Would have to have first been biological so, yes, those aliens are probably long gone. Or perhaps preserved as a sentimental reminder of their origins by the machine civilization that logically succeeded them. For artificial intelligence, however, there would be no clock winding down for their existence.
At 3 billion light years, we're seeing the galaxy about 10 billion years after the Big Bang. That's plenty of time for at least some of the galaxy's stars to have become third generation, which is necessary for the accumulation of the elements essential for biological life to arise.
Biological intelligence, of course, is necessary for artificial intelligence to come into being. We are at the threshold of AI here on earth. Our successor machine civilization may well colonize the Milky Way someday and begin to emit FRBs to the rest of the Universe.
Will it be a beacon or a lure? Are current FRBs alien goodwill messages or "come hither" decoys meant to learn our position in the cosmos. Hopefully, our AI will determine the nature and possible intent of the signals before we're exposed to an alien culture.
