Yes he did without question.
The recruiting rankings are deceiving. His Oline recruiting was absolutely horrible. He loaded skill positions but forgot other areas
He held on to bad coaches for years and development went to shite. That team has been coached poorly for years now.
Now. He left skill players and some individual talent absolutely. But a broken team.
Taggart is a terrible coach, so he isn't helping it any. He will be gone in two years I'm pretty sure

Because FSU wouldn't pay for the sorts of buyouts and salaries we are used to in the SEC.
