no...until bcs cotton was the major bowl...fiesta replaced cotton in those years

Well close. The Cotton ceased being a major in 1995 3 years before the BCS which began in 1998. The Fiesta was one in a couple of special circumstances prior to '95 such as the championship games following 86 (PSU/Miami) and 88 (ND/WVU) and 95 (Neb/UF) seasons. So, their categorization is more vague.

The Cotton wasn't part of the Bowl Alliance.
The Fiesta wasn't a major bowl until the 86 season, thanks to 2 independents (Miami and Penn State) being #1 and #2.
