You shouldn't. Texas > Tenn. > Nebraska as far as recruiting goes. Tex. will get elite talent no matter what. I think it will be hard for Frost to get enough elite talent to Neb.

More to the point, while Nebraska did pull some great talent back in the day, a large part of its success was bringing in rough-and-tumble linemen who weren't necessarily the most talented but could go toe-to-toe with anyone. That particular paradigm worked really well for some coaches back then, including the Bear, but it's no longer feasible in this era. So Frost can't just recruit regionally anymore, at least not with the same effectiveness of Osborne and his predecessors.
