As far as I can tell, back counting for early enrollees is still allowed, as long as there were fewer than 25 who counted towards the previous class. So you don't necessarily "lose" unused spots if you're under 25 in any given year, assuming you can sign enough midyear enrollees in the next class to count back toward those unused spots.

This is correct. Essentially the only "back counting" change that was made had to do with non-qualifiers.... it was drastically blown out of proportion by media members who simply didn't understand what the rule said. Previously, if a player failed to qualify (academically or otherwise), they would be released from their LOI and then that spot could be re-used for someone else. Now, if they sign an LOI, they count. More or less no changes to the standard back counting of EE process... still limited to max of 5 if you have room in the previous class to do so.
