Its against the law for consenting adults to have a relationship? I realize its against university policy and that he should have fired the son. I dont see how this violates Title 9?

I would assume the harassment aspects are the issue. Also, if the AD didn't follow proper protocol. I do believe if you read the info it is possible the AD did what it was supposed to do when it knew certain things, etc...though some cover up attempt isn't implausible.
