finances are reason #2 and always have been, likely always will be.

You came close with "cultural". Texas admin feels it's above the SEC/doesn't like the "football school/conference" tag.

Texas wants to be Cal in the worst way, Herman is fortunate to have been hired while a few certain boosters are still breathing.

UT is a large university with a huge vast alumni base. Maybe the older alumni base is much different than the younger alumni base. Nevertheless they come from all walks of life so any conference even the BIG could be home.
Who are we kidding, though, that the majority of UT fans are alums. The administration in Austin understands this and the choice of conferences will have to be a mix of appeasing the athletic department, academics and the t shirt fans.

Truthfully the PAC 12 is the best choice with the ACC running a close second. I believe UT could fit in with UW, UCLA, Cal, USC and Stanford. They also could fit in with UVA and UNC as well.
I believe it would be harder for the California schools to see UT as an equal. I have been to games at the Rose Bowl and at Memorial Stadium in Berkeley and I have to say these PAC 12 schools still think of UT for the most part as some backwards football first school. Even alumni of places like UCLA and Cal do.
With this I actually think the ACC would be the best choice even with the distance if Syracuse and Boston College is pushed out to the BIG for 2 Texas and 2 Oklahoma schools. I think the ACC's opinion of the SEC is very similar to UT's.
