Based on in-state recruiting alone, the following programs have no excuse for being average:
UF
FSU
Miami
UGA
LSU
Texas
A&M
USC
All of those programs have suffered average to below average years recently, the only reason I can think of is coaching or QBs.

I'm talking more long term. FSU has been the most consistent, but they even struggle during Bowden's last years.

I guess in-state recruiting does actually make a difference.

No shite dumbass, that is the point of the post. But all those programs have struggled at times even with the big advantage of in-state recruiting.

Florida, texas, and cali have a hell of alot more in state competition than everyone else too

Yes our in-state talent is off the charts as well as the state of Florida's, but you overlook how even with all this talent the programs listed can't obtain every single prospect they need in key positions. The poaching of our in-state talent by other top tier football programs leads to us missing on several players we need.
While we do have a natural advantage over out of state teams the sheer volume of talent alone in our states means we can't always keep everyone at home. Sometimes you swing and miss, while other times you can build dream classes. Football is cyclical so the recent trends you're noting are just another point in the cycle.

But you can only sign 25. FL, TX and CA produces 150 great to elite prospects each year alone, and GA and LA produce more than their share.

And Trevor Lawrence, Deshaun Watson, and (insert name of highly rated OL/DL, DB, WR, LB, or RB) are all players who end up going to other schools. Yes UGA can poach a quarterback and some running backs from other states, but the loss of several big names from our state to other programs hurts us in the long run as we look to build a complete team.

I feel this helps my point. UGA is limited in the amount of in-state talent it can sign, while also including out of state targets we want as well. We can mess up our evaluations of players and go after the wrong player (ex. Hard charging for Brice Ramsey over Deshaun Watson) or just lose to another top tier program in a head to head recruiting battle. Yes we sit on a plethora of talent, but we are limited in how many we can sign, errors in evaluations, and the draw of other top tier programs.
