It's probably that there really aren't a lot of great coaches available at a given moment, but don't kid yourself by thinking the calculus doesn't include the guaranteed income they have from the SEC network.
There is virtually no incentive to rock the boat and pony up for a splash hire. They would never say this publicly, but ADs are probably perfectly fine with 8-4 type seasons so long as enough fan excitement exists to get people to renew season tickets.

The hires of the early to mid 2000s did not appear to quite reflect that.
