If you look at the pic Dawgcountry posted, there is no car fire. And the fence and gate are all in tact.
This is arson.
Only question now was whether it was just crackheads, hoodlums, or whether it is something more sinister.

I could easily see it being crackheads trying to get to the copper wire

Don't rule out idiocy. I worked for a chemical company for years - we had all sorts of training about what materials could not be stored together because of the risk of fire/explosion/toxic vapors/etc. if anything happened to leak, yet people would still sometimes store stuff together when it never should have been.
