None of the OOS students get "in-state tuition". They get a reduced rate, less than full OOS if they meet higher academic standards.

The infrastructure at the university is already largely in place. The private sector is housing most of them, which is obvious when you drive around Fayetteville and see the big apartment blocks that have sprung up in recent years.

I doubt the state is losing a dime on its OOS population.
