Looking at the list...UT had the POY in the following years:

60's:
'66-67 - Ron Widby

70's:
'71-72 - Mike Edwards
'74-75 - Bernard King
'75-76 - Bernard King
'76-77 - Bernard King/Ernie Grunfield (tie)

80's:
'81-82 - Dale Ellis
'82-83 - Dale Ellis
'86-87 - Tony White

00's:
'02-03 - Ron Slay
'06-07 - Chris Lofton

Easy to see that the mid 70's to early 80's were good for Tennessee basketball...and you can see the slump starting in '87 (just before UT hired Wade Houston). You can define hires that doomed programs for decades...that would be one of them.
