Other schools live in the grey area, and take a lot of care to not be blatant. Offer a family member a well paying job... have a cousin get cheap rent on a nice house... set up some really really nice lease terms on a new car... Problem with those is it's not as enticing as a big ole stack of money, and they don't draw the same immediate reaction, and that's why it's frowned upon.
