Best solution I can come up with...
Go to a four quarter game. Team fouls reset at the end of each quarter. This will help eliminate stoppage for millions of free throws throughout game.
Go back to what a foul used to be. Games are getting longer with the more whistles we have. 50 fouls called in a game is just too many.

Women's Basketball going to 4 quarters was a great move. The men need to do the same.
