IMO I see a semi pro league coming. Give these guys more options than college. Baseball does it. Basketball basically does it. Its unfair to the football players that they have to go to college for nothing while other sports have multiple avenues.

The NFL is not interested in starting farm teams like baseball. It's also American football and there is nowhere else to go to play other than the Canadian league. It's not like basketball where they can go to Europe or Asia to play and earn a pretty good check doing so.

The NFL and certainly the P5 schools are not going to change the status quo to benefit the players. Sitting out a year doesn't help a player at all no matter how good their measurables are. There is no way they can be NFL ready to play given the speed and sophistication of the game at that level even if they have the physical tools.
