It's like the housing market and a neighborhood filled with undesirables. Undesirables are not the same as Hillary's "Deplorables". The Undesirables don't take care of the property that they are living in because the majority are renting, so they don't have an economic stake in the overall outlook of their living condition. They won't cut the lawn, won't take out the trash, won't trim the shrubs, won't get any plumbing repaired or won't even do basic grocery shopping. If a street has a few households like that, it can be overlooked. But when that street gets to be around 15 or 20%, the. The other homeowners start looking to get the hell outta dodge. The renters have offspring who are troublemakers to the other long time residents and their kids, so people don't feel comfortable in their own areas anymore. Schools are then bearing the brunt of this unruly and sometimes criminal bunch and problems then persist there. Next thing you know a whole area has changed and more rentals are listed as available. The decline of a neighborhood begins. And this is not specific to any race. It is a disease that can infect any community that no longer stands for social mores and values of old days.
