The Undesirables don't take care of the property that they are living in because the majority are renting, so they don't have an economic stake in the overall outlook of their living condition. They won't cut the lawn, won't take out the trash, won't trim the shrubs, won't get any plumbing repaired or won't even do basic grocery shopping. The renters have offspring who are troublemakers to the other long time residents and their kids, so people don't feel comfortable in their own areas anymore. Schools are then bearing the brunt of this unruly and sometimes criminal bunch and problems then persist there. Next thing you know a whole area has changed and more rentals are listed as available.
