Because the teams that are below the teams that lost aren't better. Losing does not mean a team is worse than another team.
Michigan is still a great team that has had some quality wins, and Clemson owns the head to head vs. Louisville. Washington dropping to 6 is warranted considering their relatively weak SOS.
