Facilities are most certainly an issue. Not the only issue, but a major one.
Pinkel recruited several highly ranked kids every year. He just rarely signed them. He was even quoted that if he could recruit a class full of 4/5 star kids that he would much prefer to do that, but he couldn't so he had to make what he could get work.

IMO, facilities are for boosters and fans to brag about. Miami has had HORRIBLE facilities. Clemson's facilities did nothing until Dabo arrived. Michigan has one of the best indoor football facilities, but it didn't matter until Harbaugh got there.
If Nike, Under Armour and a Billionaire can't buy recruits to maintain a program, do we really believe Mizzou will? Oregon gets 200 million a year. They have more money than anybody including Bama. Halfrick cannot recruit at a high level, despite Brazilian wood floors etc. Recruiting will be and has always been about the head coach. If I had a choice between the South End Zone and Les Miles for recruiting purposes, I would choose Miles in a second.
