I wouldn't be concerned he loaned a random girl some money. Maybe he is a nice guy and he thought he was helping someone.
I wouldn't be concerned if he got scammed because being gullible isn't a crime. Good people trust other people even when its not warranted.
I am concerned as frick he seems so worried about a trivial amount of money (like I can blow that drinking in a NOLA bar one night amount). That amount shouldn't be a big deal to him, and he really should have looked it as charity from the get go if he gave it to a stranger.
Either he is poor or he is cheap, and I wouldn't want to be in a relationship with either.

This. That's actually the first question mark that arose for me. $126? Who gives a frick.
With that, it sounds like someone was paranoid and felt like he needed to make a BS excuse as to what happened.
Regardless, very odd situation.
