you know, mostly lawyers in the state legislature and they vote for good stuff for their alma mater.

College of Charleston is the oldest one in SC, and one of the oldest in the country but it is not the flagship.

a flagshiup is just the main college in a state university system. College of Charleston started out as a private school so it was never in play for flagship status.
