Texas AM is the flagship university of the Texas AM university system in Texas which includes like 11 other campuses.

Uni of Texas is the flagship of the Uni of Texas university system.

The flagship is the main campus in a university system. If two universities are not in the same system, it is not accurate to say one is the flagship in the state but not the other.

Many states only have one university system so this isn't an issue. Generally the largest university that is also one of the oldest is the flagship, at least on the east coast. Sometimes the landgrant ends up being the flagship as well, the flagship got land grant money after being established for several decades. University of Maryland - College Park is an example of this.

California is another one with multiple systems.

You are somewhat correct.

UTex-Austin and Texas A&M University in College Station are the flagships of their respective systems. Additionally, both universities, at present, remain the only flagships (aka Tier One public universities) of the state. Again, that will likely change soon,

senate.state.tx.us, p. 9:

The Texas Higher Education Coordinating Board (THECB) categorizes Texas four-year public universities in five categories, summarized in Table 7. The THECB recognizes two research universities, which are the “flagship” institutions of the state: Texas A&M and UT Austin.

The THECB recognizes seven emerging research universities:
• Texas Tech
• University of Houston
• University of North Texas
• UT Arlington
• UT Dallas
• UT El Paso
• UT San Antonio

It's not surprising that the majority of posters on a sports message board--comprised mostly of schools from small states--don't understand the differing nomenclature used for higher education logistics in a behemoth state like Texas.
