In the short term? No.

Longer term...If the philosophy is to start the senior-most player for the sake of seniority, yes it does matter. Eventually you'll run out of luck and gain the reputation for not desiring to develop QBs, which will hurt recruiting.

Its like a drug addict thats only living the next hit. I want to see the QB position perform as well and as long as the RB position historically has.

There's nothing wrong with wanting a multi-year starter who gives you a chance at back-to-back titles.

I'm pretty sure the staff just wants to win. It's up to the younger guys to step up and show that they give the team the best chance to win.

Bateman has two years so he could do that but I'd be just as happy with back-to-back titles with different starting QBs as I would be with the same starting QB. If we had started Bateman, Cornwell, or Barnett last year we might not be in the position to repeat this year.
