So if said person doesn't attend said school they can't be a fan.
By your logic, if said person didn't play pro sports or at least work concessions for a franchise. They can't be a fan either.

It is not about sidewalk fans who support a university where they are from
They pay taxes so they have that right
It is someone from say Arkansas who supports Ole Miss but he had zero connection to that university and resides in another state
