Not true. Here are the years that Tennessee won the East... along with Florida's final AP ranking:

1997- UT won the East; Florida was #4
1998- UT won the East; Florida was #5
2001- UT won the East; Florida was #3
2004- UT won the East; Florida finished unranked
2007- UT won the East; Florida finished #13

With the exception of 2004, I'd say Florida hasn't been "down" a single time that UT won the East. And in fact, three of those seasons were some of Florida's best all-time... despite not winning the East.

Based on the years they have won it, it appears that for Tennessee to win the East, Alabama has to be "down".

Uh, South Carolina finished #4 in 2013 (when Mizzou won it at 12-2)...but everybody said "the east was down"

Who cares if Florida finished in the top 5? They was down !

Plus, who cares how many SEC titles Tennessee won before 1992. There were only 6 conference games back then. Vols could go 4-1-1 and win the SEC, but since Johnny "TIE" Majors was their coach, they often went 3-0-3.
