The police report isn't legitimate though, per the same newspapers.

ETA: I know I'm being difficult, but this is kind of opening pandora's box in terms of what does and doesn't constitute an alcohol violation.

The police report is still a police report regardless of whether or not the charges are legit. Which is why I said unless something else happens (such as it coming out the PD made the whole thing up or another player can confirm that he wasn't drinking downtown) they're going to operate under the assumption that he was still violating school policy and (perhaps most importantly) that it is public knowledge published in a newspaper

ETA: Suspensions are just as much a disciplinary action as they are a show of force for the public. You start causing problems when the public knows (or is led to believe) that something happened and nothing was done about it
