I'm usually skeptical of fault being placed on the landowner/company/university in the event of accidental death lawsuits.

But if the doors that lead to the top of this thing are left unlocked as a matter of policy, the kid's family will sue State into oblivion and scatter it's ashes to the four corners of the apocalypse.
