LA has consistently been in that group right behind TX, FL & CA.. I'd put Ohio & GA with them.
Never thought about the Katrina effect.. Had to have hit the numbers for a few years.
Look back in 20-30 years and u'll see even more dominance from the south. Pennsylvania used to be up with Ohio & the quality was insane.

Yeah the 4-5 seasons after Katrina were rough, watching players that grew up in Nola/south La killing it in other states and staying there for college. Some high profile guys.
Still see it here and there but the recruits now were only 5 years old or so when Katrina hit.
