until Manziel is sentenced to 10 years, seven months in prison for fleecing more than 50 people of millions of dollars in a sports-ticket scheme - he doesn't out-shine your beloved Art Schlichter. that doesn't even begin to cover his gambling problems in college that carried over to his rookie season and kept him from ever playing any meaningful games in the NFL.

If you are talking criminal element Lawrence Phillips at least has to be mentioned. He was the 6th pick but would have been higher if he wasn't a criminal already in college.
Nobody remembers Brent Fullwood either because he was overshadowed a few years later by the Packers picking Mandarich. Now that I looked him up he made the Pro Bowl 1 year for gaining 821 yards. Still, 1700 yds in his career for a 4th overall pick isn't too good.
