I've never been pulled over without a license, but I have been pulled over for expired tags on the car, whereas I had already paid the registration, but didn't have the proper month/year stickers. A cop just ran me through the system in his car, saw that I paid and I was on my way w/o a ticket or anything. So I believe they could do something like that. Take his info (name, address, SS#, whatever, pull up a picture of his license either there or at dispatch and then make a decision.

You're assuming the car/tag is registered in his name, though, which isn't typical for freshmen/sophomores in college. Yes, it can be done that way, but it would have to be registered in his name.
