The 10% rule mostly affects TAMU and tu, probably tu more than TAMU because of their capped enrollment. And it is damn near impossible for high school students in Texas to get into either if they aren't in the top quarter of their class. Being in the top 10% guarantees admission.

This is why a lot of kids in Texas go to Arkansas, LSU, OU, OM, Alabama, etc.
