No, I pretty clearly said the reason is to prevent further escalation of the football arms race. Kinda like how a guy who gets rich by illegal gains doesn't want to blantely spend the money on cars and houses in order to avoid drawing attention to himself.

It doesn't. The NCAA all the time puts a cap on the arms race when they can.
That is why they ruled the LHN couldn't have high school games on it. Or why teams can't have Spring Games off campus. Or why we have rules like the "bump rule."
They are trying to stay ahead of the situation but the sport is worth too much now for them to prevent everything, so they just try to prevent rapid escalations.

So it's about maintaining the illusion of fairness??? I hear where you're coming from but it loses credibility when it clearly favors one group of teams vs the others.
