If the NCAA didn't act then the SEC would have changed our rule and coaches like Saban would have camps ALL over the country to compensate for what Harbaugh tried to do. What make the NCAA react wasn't the fairness of this current situation, but the fact that it would quickly be escalated into another arms race. Every new arms race makes amateurism harder to defend in court.
