Everyone probably has some cheating happening on their campus to some degree. Some programs are more institutionally involved, btu it's still cheating non-the-less. Even if CFB started paying players $20,000, they'll be someone willing to pay them $40,000 afterwards. The arms race is strong within CFB, that simple.
