Either way, I am beginning to wonder if some guys that Kirby thought would leave are not leaving, therefore we don't have the scholarship to give? I don't know. Just following the thread.

Yep. 85 is the max. That's what I was referencing in my post... there is a chance that guys we thought were going to leave and/or were encouraging to look elsewhere might be indicating they aren't going to, which would leave us in a tough spot. Obviously, only Kirby and the staff would know, but it's not like we're grossly undersigning this class even at 23.
Basically, there are 2 limits that matter here:
85 total scholarship players at any one time.
25 *Initial Counters* per recruiting year. This part is a little more ambiguous, due to "back counting" of Early Enrollees. Because the staff holds the cards here on who counts toward what class, it can sometimes be harder to determine this. If I had to take a wild stab, we may only have 2-3 signees (we've only got 6 EEs anyways) out of our 2017 class that is able to back count to 2016. This would be where the 27 target would come from that multiple recruiting analysts seem to think is UGA's cap.
Assuming the number is 3, and we didn't add *any* more members to this year's class, then the 23 signees are reduced to 20 initial counters for the 2017 class, leaving us room for 5 EEs to count back to this year's cap in the 18 class (probably a little more attrition next year as well between graduation and possible early departures).

ETA the Exact Rule:
15.5.6.1 Bowl Subdivision Football. [FBS]
There shall be an annual limit of 25 on the number of initial counters (per Bylaw 15.02.3.1) and an annual limit of 85 on the total number of counters (including initial counters) in football at each institution. (Revised: 1/10/91 effective 8/1/92, 12/15/06)
Here is the rule regarding back counting:
15.5.6.3.2 Recruited Student-Athlete Entering after Fall Term, Aided in First Year. [FBS/FCS]
A student-athlete recruited by the awarding institution who enters after the first term of the academic year and immediately receives institutional financial aid (based in any degree on athletics ability) shall be an initial counter for either the current academic year (if the institution’s annual limit has not been reached) or the next academic year. The student-athlete shall be included in the institution’s total counter limit during the academic year in which the aid was first received
