Because it was in the red zone is the reason it did not cost the game.
Pittsburgh didn't kick a field goal after the fumble, they had to drive the field.

Had he not fumbled, Cincy at least gets a fg to make the Steelers drive for a td and not a fg for the win with less time on the clock. But as it stands, yes he had a big part in his team losing the game.
